We address the diversity of interests expressed in the public policy logic of the various levels of government. With the help of the ethnographic technique of the comprehensive interview, we have advanced the hypothesis that the water crisis, at least in the Lerma-Chapala basin, is due to the dysfunctionality of the public policies of the three levels of government and the lack of management models that promote the integration of visions and interests of the social actors.</em></p> ER -
