Abstract

This chapter discusses the steps taken by the National Commission in Defense of Water and Life (CNDAV), Uruguay, as a social movement that has had an enriching experience with many achievements in the struggle against the policies of privatization of water supply and sanitation services in the country. Among other achievements this article focuses on the organization of activities with participatory strategies and on the integration of different forms of knowledge to propose an eventually successful constitutional reform. Also, we discuss the development of a national campaign that gathered the support of 65% of the voters in 2004, and the unanimous approval of the National Water Policy Act by the Uruguayan Parliament in November 2009. These achievements include not only the definition of a set of principles to govern water and sanitation policies, but also the strategy of a social movement that encourages proactive grassroots initiatives by local communities committed to the defense of their watersheds.
