The exponential development of artificial intelligence AI and the new frontiers of hybrid warfare present unprecedented challenges to modern democracies. Hybrid warfare, which combines conventional and unconventional tactics such as disinformation, cyberattacks, and economic sabotage, requires a reconfiguration of traditional legal and strategic frameworks. The paper analyzes the crucial role of European jurists in creating new regulations capable of addressing these challenges, highlighting the importance of technological cooperation and philosophical reflection on the power of technique. It explores how the Westphalian paradigm and current defense structures must evolve to confront fluid and asymmetric threats.
