APPROACH TO INFORMATION AND COMMUNICATION FROM RIGHTS
Abstract
The "approach" or "perspective" of human rights is an emerging conceptual framework which is under construction, so its conceptualization, scope and practical implications are currently being developed and defined. This problem is even more important when it comes to emerging human rights such as rights to information and communication beyond freedom of expression contained in the Universal Declaration of Human Rights. The aim of this article is to provide an initial conceptual approach on rights to information and communication from the human rights focus. To do this, it has been carried out a literature review of documentary sources from various disciplines and stakeholders involved. The results are, first, a systematization of the approach based on human rights (HRBA) as a conceptual-analytical framework incorporating the mass media and, secondly, a proposal for the construction of the rights to information and communication rights with rights approach from: the identification of legislation / agreements / treaties relating to those, the identification of the actors involved and the roles of each of them according to international standards, and the incorporation of the basic features of HRBA.
