Citizen Participation and Environmental Management in the Matanza-Riachuelo Basin, Argentina

The socio-environmental problem of the Matanza-Riachuelo Basin is the most serious in the country and one of the most severe in the world. However, it only became an object of discussion in the public environmental policies in the middle of the 2000s. This paper aims to analyze the impact of citizen participation in the institutionalization of the environmental paradigm in the Matanza-Riachuelo Basin. The methods applied are mainly based on hermeneutics and Yin’s case study. Our hypothesis is that the intervention of the Ombudsman's Office and the declaration of competence of the Supreme Court in the Mendoza Case created synergy between citizen participation and institutions that became an operating factor in the environmental institutionalization process. However, the late stage of the conflict that began towards the end of 2012 diluted the aforementioned synergy.Downloads
