Models of water resource management: the case of service cooperatives in small localities ofe the Pampeana Region in Argentina

The work aims to analyze the stages in water policies at national, provincial and its impact on the different models of drinking water service management. Initially, development and consolidation of a state model followed by its own declination as a result of being unable to sustain higher investments to accompany the increased demand, then the stage of privatization in the nineties followed by the failure of these experiences after the country’s economic crisis in 2001, and finally a stage of re-nationalization of services with the participation of trade unions.
In this context, is carried out a survey of the situation of the water drinking service in the region of influence of Bahia Blanca city in the Buenos Aires Province. Cooperatives management are especially analyzed and their impact as a tool for collective management in the development of small localities and that accompany in different ways all stages of service models.
The performance of cooperatives is conditioned by different endogenous aspects, such as the ability of self-organization and incorporation of technology and external aspects such as limitations or potentials related to their relationship with the state. However, cooperatives have a role of collective response to public issues of development that in many cases become important experiences that have been adapted to ideological cycles, expanding or diversifying their services, partnering with each other or simply adopting less supportive criteria and more managerial criteria. Anyway, they continue to be the most appropriate solution to build local supportive basis institutionality that also has the capacity to intervene in a market.
