The purpose of this research is to analyse the influence that the Millennium Development Goals (MDG) had on the development and exploitation of international legal frameworks for the regulation of freshwater. The Research investigates three important questions: What are the potential knowledge gaps regarding the impacts of the MDG’s on international law? Why are there so many challenges to enforcing those international agreements? How does Target 7c affect any given Member State through a legal lens? The research employs two types of qualitative data collection methods: Historical and Contextual Analysis and Overview of International Legal Instruments and Case Studies of Successes and Failures in India and Iraq. It finds that while the MDGs facilitated legal reform relating to water as a human right, and encouraged advancement in transboundary cooperation, the degree of advancement differed significantly by region based upon climate variability and poor governance. Ultimately, over the term of its existence, 7c had significant impacts with regard to the implementation of several important legal reforms; including recognising water as a human need to promote IWRM and transboundary cooperation.
