Scientific concepts and their political implications in the management of Mexico-U.S. Transboundary water courses: Transboundary Aquifer or Transboundary Groundwater?

Abstract

The “Transboundary Aquifer” concept envisaged in the United Nations Resolution 63/has had a significant impact on the evaluation of transboundary aquifers. In the Mexico-U.S.A. case, it has not been possible to officially determine the total number of shared aquifers, therefore, the evaluation of  groundwater is to be settled; it represents an lack of conceptual clarity on the subject. This contribution from an interdisciplinary approach (political geography and hydrogeology) carries out an analysis based on scientific evidence and legal documents to determine the nature of the current conceptual discrepancies between the scientific definitions of “Transboundary Aquifer” and “Transboundary Groundwater”. Results suggest the need to incorporate a systemic vision on the transboundary groundwater management, as well as the scientific homologation of concepts and methodologies applied for both countries guarantee an integrated transboundary water management.

Author Biographies

Gonzalo Hatch Kuri, Universidad Autónoma de Querétaro

Licenciado, Maestro y Doctor en Geografía por la UNAM. Posee dos posdoctorados, el primero en Estudios sobre América del Norte (UNAM) y el segundo, en Gestión Integrada de Cuencas por la Universidad Autónoma de Querétaro (UAQ). Sus principales líneas de investigación son la gobernanza del agua; los conflictos por las aguas transfronterizas; la gestión del agua subterránea y sus implicaciones dentro de los actuales marcos de integración económica-regional en América del Norte. Posee la distinción Sistema Nacional de Investigadores “C” del CONACYT.

Es autor de una docena de trabajos de investigación, los cuales han sido publicados en diferentes revistas nacionales e internacionales, libros y capítulos de libros. Es miembro de la Asociación Internacional de Hidrogeólogos (IAH), de la Red Internacional Urban Water Security; y de la Red Internacional de Docencia e Investigación de la política y gestión del agua WATERLAT-GOBACIT, así como de la Red del Agua de la UNAM. En esta última, coordina el Grupo de Análisis de Aguas Transfronterizas desde el 2019.

José Joel Carrillo Rivera, Instituto de Geografía, Universidad Nacional Autónoma de México

Es Ingeniero Geólogo (Instituto Politécnico Nacional), con Diplomado en Hidrogeología y Maestría en Hidrogeología (University College, Universidad de Londres, GB) y Doctor en Filosofía (Hidrogeología) por la misma universidad. Su experiencia profesional la ha desarrollado en el Gobierno del Estado de Victoria, Australia; la Comisión Federal de Electricidad, México; en los institutos de Geofísica, Geología y Geografía (al presente como investigador Titular “C”) de la Universidad Nacional Autónoma de México. El Dr. Carrillo Rivera ha sido asesor de la LVII Legislatura; Asesor Externo de la Comunidad Europea; Experto del OIEA, es Miembro de la Academia Mexicana de Ciencias; Consultor del CONACYT; Miembro del Sistema Nacional de Investigadores Nivel III, presidente fundador del Capítulo Mexicano (Asociación Internacional de Hidrogeólogos).  Ha dirigido tesis de licenciatura, maestría y doctorado, impartido cursos de posgrado sobre el funcionamiento del agua subterránea en México y diversos países del norte de áfrica y Latinoamericanos; recientemente recibió la Member Award de la NGWA de los USA. Su interés profesional es sobre el entendimiento y definición del funcionamiento del agua subterránea, y su utilización para lograr una mejora y sustentabilidad ambiental.
