Abstract

The Constitution, on its article 1, states that Ecuador is a plurinational and intercultural State. Five years. Five years after it was approved by a referendum, the national expectations, especially those of the indigenous people, the afroecuadorian and montubios, including those of the government, relate to how to build this plurinational and multicultural State.
This paper analyzes sociological elements to understand the meaning of what is needed to build a plurinational State in Ecuador. To do so we must answer the following questions:
What should we understand by a plurinational and multicultural State? How has it been imagined in Ecuador? Having in mind the 2008 Constitution, what are its components? The arguments expressed on this paper gather up the main contributions and thoughts of the social
afroecuadorian movement in Ecuador
