Abstract

This article is part of a set of reflections about the trend that appeared in the last two decades about the public security issue related to the criminality and impunity expansion in all over the brazilian territory. It sugests that a new system of police paradigm, the complete cycle of police, be created to attends demands for public security in a more effective way, using a systemic perspective about the current police model of Polícia Rodoviária Federal and state Polícias Militares e Civis. With the scarcity and the sparing investiments in public security, the
alternative of complete cycle of police may presents a more dynamic reflexion in the anwers to crime reduction demands.
