Abstract

In the first section it is analyzed and it questioned how a vision of the world (the neoliberal one), could be assumed in Mexico and Latin America with as much facility; and how the promises that this vision spilled have been false. Later it is analyzed how this vision is translated in practices that dominate to the public policies in the diverse countries. Of we happened there to refer the damage caused to Mexico during last the thirty years. This problematización takes to us to advocate by a reform of the State, that is more jealous in the monitoring of the economic opening and takes care of the problem of the external debt. In it we leaned to make a critic to the call national project of the change, because in the project of the executive there are indications of no preoccupation by a more nationalistic treatment of the problem of the external debt; the one that next to the internal debt, makes any national project almost impossible of development. For that reason finally we advocated, on the one hand, so that this problem is elevated to priority in the Congress of the Union, and in the agenda of the reform
of the State; in order to try to restrain or to attenuate at least, international usury financial that we underwent all the Mexicans.
