Evolución histórica de la cohesión económica y social en la Unión Europea

El objetivo de este artículo es hacer un análisis profundo de la evolución histórica de la Política Regional de la Unión Europea (actual Política de Cohesión Económica y Social) destacando el enorme esfuerzo realizado por la Unión Europea y la Comisión para convertirla en uno de sus objetivos prioritarios, es decir, reducir los desequilibrios regionales. Para ello, se analiza detalladamente la evolución de la Política Regional sus desde orígenes en el Tratado de Roma, en las propuestas incluidas en el Acta Única Europea, el avance que supuso en su consolidación el Tratado de Maastricht y en la Estrategia de Lisboa y la repercusión de las diferentes ampliaciones a que fue sometida. Se han valorado, asimismo, los continuos cambios en el marco legal que dieron lugar a la importante Reforma de los Fondos Estructurales y que permitieron su nacimiento a finales de la década de los años ochenta. Se evalúa la evolución de la dotación financiera asignada, para fines estructurales, en el Presupuesto Comunitario y cumplir así con sus objetivos: aumentar la convergencia entre las regiones, dotar de mejor formación al capital humano e incrementar el capital físico. Por último, se reflexiona sobre las perspectivas financieras para el próximo periodo, 2014-2020.

ABSTRACT

The aim of this article is to carry out an in-depth analysis of the historical evolution of the Regional Policy of the European Union (the current Policy of Economic and Social Cohesion) emphasizing the tremendous effort of the European Union and the Commission to make this one of their priority objectives, in other words, to reduce the regional imbalances. To that end, the evolution of the Regional Policy is analyzed in great detail from its origins in the Treaty of Rome, in the proposals included in the Single European Act, the advances in consolidation that resulted from the Maastricht Treaty and the Lisbon Strategy, and the repercussions of the different expansions. Likewise, the continuous changes in the legal framework that led to the important Reform of the Structural Funds and that allowed for its creation at the end of the 1980’s are discussed. The evolution of the funding assigned to structural purposes in the Community Budget is evaluated and thus the objectives are achieved: to bring regions closer together, to provide better training for human capital and to increase physical capital. The article concludes with a reflection on the financial perspectives for the next period, 2014-2020.
