El turismo en el desarrollo económico de los parques naturales andaluces. Un análisis Delphi de los principales déficit

La literatura científica coincide en la importancia que el turismo puede tener como instrumento de desarrollo económico para las áreas de influencia de los espacios naturales protegidos, especialmente los parques naturales, que cuentan con regímenes de protección más permisivos para el desarrollo de determinadas actividades productivas. Sin embargo, la administración ambiental, que vela por la ordenación y protección de estos territorios, parece no asumir lo trascendental de esta situación, evitando adoptar una actuación proactiva en su gestión turística. Ante este vacío, la demanda de turismo de naturaleza mantiene un ritmo de crecimiento por encima de la media desde hace ya más de una década, y lo que se presupone como una oportunidad para el desarrollo de zonas desfavorecidas ligadas a una agricultura cada vez menos competitiva y con problemas de despoblamiento, puede terminar convirtiéndose en un auténtico problema si no se adoptan mecanismos de planificación y gestión activa del desarrollo turístico de estos. Es necesario, por tanto, implementar una adecuada política turística en estos territorios, que, asegurando la preservación del entorno natural, favorezca la generación de renta y empleo para quienes habitan en ellos. Sin embargo, el diseño de una política turística de estas características requiere la previa identificación de los déficit a los que se enfrenta la actual gestión turística de estos espacios, para después formular las estrategias. Este es el objeto de este trabajo, aplicado a Andalucía, que tiene el 84 por 100 de su territorio protegido bajo la figura de parque natural, y que ejerce un reconocido valor demostrativo sobre el conjunto de España.
ABSTRACT
The scientific literature agrees on the importance of tourism as a tool for economic development in sites nearby protected natural areas. In particular, focus is put on natural parks since they have more permissive protection schemes for the development of certain productive activities. However, environmental institutions, which oversee the management and protection of these territories, seem to be unaware of this situation and they do not play a proactive role in managing tourism. Despite this fact, the demand for nature based tourism has been rising above average for more than a decade. It is widely assumed that it should be an opportunity for the development of disadvantaged areas dependent upon agriculture, less competitive and with decreasing populations. So, initiatives for the active planning and management of tourism development of these areas are to be adopted. It is therefore necessary to implement proper tourism policies in such territories in order to ensure the preservation of the environment and to increase the levels of employment and income of populations. The design of tourism policies requires the prior identification of deficiencies in the current management of these tourist sites; then strategies may be adopted. The objective of this paper is to put into practice this framework in Andalusia, where 84 per 100 of the territory is protected in the form of natural parks. It serves as a recognized demonstrative value for the whole of Spain as well.
