The interaction between the State and the technocrats in the planning and implementation of irrigation works in Greece, 1914-1940

This paper will look into the plans for irrigation works which were drawn up in Greece in the first four decades of the twentieth century and the degree of their implementation. We will examine the irrigation projects as part of the transformation of Greek agriculture, a goal expressed by political actors and agents of agricultural civil society. We will explore the evolution of the irrigation policy, detecting continuities and discontinuities, turning-points, as well as the reasons for the delay in the conversion of these plans into applied policies. In this context, we will highlight the interconnection between the State and the technocrats operating in the countryside, with the most typical example certainly being the agronomists, underlining, at the same time, the role played by the various forms of collective organisations in the planning and implementation of irrigation policies.
