The interaction between the State and the technocrats in the planning and implementation of irrigation works in Greece, 1914-1940

Résumé

Cet article examine les plans d’ouvrages d’irrigation élaborés en Grèce au cours des quatre premières décennies du XXe siècle et le degré de leur mise en oeuvre. Nous examinerons les projets d’irrigation dans le cadre de la transformation de l’agriculture grecque, un objectif exprimé par les acteurs politiques et les agents de la société civile agricole. Nous explorerons l’évolution de la politique d’irrigation, en détectant les continuités et les discontinuités, les tournants, ainsi que les raisons du retard dans la conversion de ces plans en politiques appliquées. Dans ce contexte, nous soulignerons l’interconnexion entre l’État et les technocrates opérant dans les campagnes, l’exemple le plus typique étant certainement celui des agronomes, soulignant, en même temps, le rôle joué par les différentes formes d’organisations collectives dans la planification et la mise en oeuvre des politiques d’irrigation.
