Abstract

The objective of this work is to advance in the discussion about the paper that has been attributed to the local government in the globalization processes, and for it I consider the mexican experience. The element that questions the previous thing is the low lobby and administrative that shows the local authorities to negotiate with informal leaders or powers who follow presents in the Century XXI. For it, I expose the main theories of development.
Also I describe the processes of electoral alternation provoked in the mexican municipalities and their implications in the policy networks and involvement of informal powers and leaders in them. The previous thing will allow to discuss the paper that plays the informal power in the development actions, the capacity of the municipal governments to arrange with such informal power in order to fulfill the mission that the alternative theories of development attribute to them.
