The aim of this study is to answer the question posed in the PISA in Focus 2023/122 report: How do educational systems integrate creative thinking into schools? Specifically, how is it integrated through visual and plastic arts education, as a strategic area, in primary education? To this end, we conduct a detailed analysis of the current curricular status of creative thinking as an innovative competence and the subject of the PISA assessment, focusing on the first stage of compulsory education as the initial phase in its acquisition. We analyze the contributions made by PISA to its development and compare them with the curricular developments of four educational administrations that have traditionally obtained disparate results in this assessment. The results of the analysis show that these concepts are not included in either the core curriculum or the current curricular developments of the educational administrations, creating a paradox that must be addressed: “PISA assesses competency aspects that are not included in the current core curriculum or its developments.” With the aim of finding possible contributions to the acquisition of this new competence by students, advice is established based on the analysis of curricular developments and the PISA guidelines for its effective development, developing the bases for its approach both from plastic and visual education as well as from the rest of the areas.
