“If it is not used, it goes to the sea”: imaginaries and justifications for aquifers use in extensive agriculture in the Pampean Region, Argentina

Agriculture irrigated with groundwater is a phenomenon of technological change that has been developing on the temperate grasslands of the Argentine pampas since the end of the 20th century. This development involved the exploitation of water resources on a scale never seen before. Given the fragmentary knowledge and uncertainty about the dynamics of groundwater, a work of collective imagination on aquifers is observed that tries to answer how they are and how they behave. Based on a qualitative methodological strategy based on the analysis of primary sources obtained from prolonged field work in Córdoba and Buenos Aires, we intend to describe the construction of said imaginary and analyze the moral justification of the irrigation practice within the framework of the surrounding value system. We believe that it expresses an inverted tragedy of the commons.
